scale on ss prop

we had my wifes boat in lake powell for 3 or so weeks this spring and scale built up on the ss prop. you can scrape at it with a finger nail and it will come off but wont wash off with soap and a brush. any idea what it mignt be and a suitable solvent or soap that would remove it?
this is the first time we have ever left a boat in the water for over 4 or 5 days so is new condition for us.

Try vineger or crc with a gentle scrub with a copper scrubby from the store.
Just be sure its copper not just copper plated like those in the dollar store.

steel; we keep vineger on the boat and use a week mix in a spray bottle for water spots.
i tryed a 50/50 water vineger mix with a cloth and brush.
this didnt work very well-will try a scrubby pad as you described. i'll bet this is the ticket
