sea doo won't die

I have a 90 sp 580, it starts up without the lanyard on and runs great but I have to pull the plug wires or choke it out to get it to stop. The kill switch won't work either. I've tested the tether switch and it test out ok. The thing will still run with the switch removed. Is this a common problem, or does anyone have any ideas?

after doin some more diggin I believe its the speed limiter. If I unplug and connect the black wire coming from the engine to ground it won't start. While running if I connect the black wire to ground the engine will die. Am I on the right track? I'm not really familiar with the function of the sensor. I do know the ground is good to the sensor so that rules out that end.

those ground out the ignition so my guess is the ground wire is bad from the kill switch ,, try running a new ground wire and see if the thing shuts off when it is supposed to.
