Seastar Helm leak

I recently had the seal replaced where the helm attaches to the boat.
After the boat had sat out in the blazing sun the fluid had dribbled once again down the boat below the helm.
When I asked the OMC repair shop abou this he said that maybe it was filled too full and expanded and leaked out the vent.
I have heard that the fluid should be up to the top but, he said that it does not have to be and only needs to be at bottom of the threads where the vent plug screws in. it is just below that now and has not leaked anymore.
What are your opinions?

which shop are you using. if it has a fill and vent plug it sound right. but i'm no seastar expert.
