I am currently rebuilding my boat and had it completely stripped. As I begin to put it back together I pulled out my seastar hydraulic steering pump that had all fluid drained from it prior to removal. It is not turning all the way as it did when full. It has been stored upside down all this time (3 months). Is this normal or does it need the fluid and line pressure to work properly?
