Seating and cockpit frame sealing question

Anyone ever glassed partial areas then primed and paint with several coats of oil based paint?

I'm working on an aluminum fishing boat rebuilding the cockpit and bow seating/fish deck frame. I would like to reinforce joints with some matt and also resign the edges, I would also probably glass the bottom 6" were the frame sits on the deck. I'm working with polyester resin. My concern is that because I not encapsolating the structure with glass the reinforced areas will pop.

Should I just either glass the whole thing or not at all?
