seized force outboard prop?

Hello, Hopefully someone can help me with this simple question. I am working on a 1984 85 HP Force outboard an have gotten to the point of trying to start it. I noticed that the prop does not spin freely regardless of where I place the throttle. Is this to be expected or does this mean the prop is seized? Would this mean the bearings are shot?<br /><br />Great site! Everyone seems very helpful. THanks in advance!

In neutral the prop shoiuld turn freely. In forward you should be able to spin it in one direction because of overrun, In reverse you should be able to spin it the other.

Thats what I figured. So what should be done as a result to unfreeze? Would you not recommend starting until figured out (ie. could it damage anything?). I changed out the lower unit gear oil and it seemed clean so actual gears should be in good shape.<br /><br />thanks.
