Shallow water drive on 97' 25??

Took my buddies new (to him) boat out for a fishing trip this week. To my amazement , the 97' Merc 25 hp that pushes the boat has no shallow water drive setting that I can find. He must unlock & lift the motor then move the transom angle pin to the top position in order to get any shallow capabilities. ??? Is the motor missing a part or did it come this way? ( My 96' mErc 15 has a simple and slick 3 position SWD>) It's a real PITA and unaceptable for the type of shallow fishing we do. If we can't find a part to make the situation better, I'm thinking I'll have to jurry rig something.
