Shift Adjustment 2002 Mercury 9.9

I can't shift this brand new motor into neutral. It's out of warranty because I bought it last February but it has less than 10 hours on it. The only help Mercury will give me is the address of the nearest dealer. I don't know anything about working on outboards because my last Johnson lasted me 25 years with no repairs. It seems like the cables need tightening but I'm not sure how to do it. It seems like it is slipping on both ends of the spectrum - reverse and full throttle. And no matter where I put it, the pull chord is inoperable. I had to take off the cover, override the interlock and start it in gear to use it. Can anyone help???

Bub - Disconnect the shift cable and shift the motor into neutral. Then adjust and tighten the cable and reattach.
