Shift Interupt Switch

Is it possible to adjust/align the Mercruiser 165 shift interupt switch without the boat being in the water? Can you adjust it in the driveway or does the prop need a load (water) on it?<br /><br />When I shift in and out of gear I don't see the switch being activated when in the driveway without the engine running.
