shift linkage alignment

I have a 1975 merc 650 and I cant seem to get the gears to work properly after reinstalling the lower unit. If I follow the manual I get forward where neutral should be and no reverse. I played with a couple different combinations of spline alighnment and could get only forward and neutral or neutral and reverse is there a trick to doing it or could something be worn out?

You have the shift shaft in one spline off

Elto, Put the lower unit into Neutral, and it should stay there. Shift the control into neutral and then install the LU.

I think I tryed about every combination possible but I will try it again with the shift cable acually attached. I'm wondering if there is to much slop between the upper and lower splines.
