shift shaft cover omc

I am trying to put the o-ring on the shift shaft cover for omc cobra drive I did change the wiper seal. The o-ring gos on the bronze bushing on the bottom of the cover I cannot get it to stay on. When I did take the cover off it did not have a o-ring on it I am doing this because it was leaking from the shift shaft.
