Shift Trouble: 1995 25HP Evinrude

I just installed a new water pump on a 1995 25 Hp Evinrude outboard motor (E25TEEOR). Now this motor is NOT shifting right.

This motor is mounted on a 15 ft. aluminum fishing boat. All controls are local at the motor (steering, throttle and shift).

The water pump installation went OK with the usual difficulty of getting the lower unit back in so that the water tube and drive shaft spacer both mate properly when bolting the LU back to the midsection. The motor starts and runs fine and has good water discharge from the "pee" hole.

Somehow though, my shift control (at the front of the motor) is off. When in the normal center neutral position, the prop is still in gear. I can get the motor to go into both forward and reverse, but the shifter is always in the wrong position and I think the gears are not full engaged. I'm sure continued operation this way will damage something expensive.

I have no idea how this came about as the shifter has never caused problems before and I didn't knowingly force or bend anything when I reinstalled the lower unit.

Could someone please help? Answers to these questions I think will correct this.

1. How could this have happened ?
2. Where is the shift rod adjustment?
3. How is the adjustment made?

I notice a center slot in the top of the lower shift rod (the rod that goes into the gear case).

Does this rod need to be rotated into a certain position before it is connected to the upped shift rod? By rotating this lower shift rod, could this be the actual shift adjustment method?
