I have a 1998 Bayliner Trophy and the shifter is tight when you first shift in forward and in reverse. It's ok once you throttle up. But shifting in between forward and reverse is a little tough because of the tightness. When you are in neutral going forward and reverse is smooth and easy. It's just when the outdrive is engaged. Can someone let me know if there are any adjustments that I can make on the throttle?

You probably have a bad shift cable. Either the lower cable from drive to engine, or the upper cable from the engine to the helm control.
Disconnect the lower cable at the engine and try it.
