Shifting forward or Reverse

Would someone have an idea why my -125 HP Force may not be shifting in Forward or Backwards. I hit a rock lightly today. I had time to stop engine but the momentum of the prop still hit the rock and caused a chip in the props blade about the size of a tunie.
I thought perhaps, there is a shear pin located in the drive which might of sheared?? Anyone have an idea and if a shear pin was sheared what is involved in getting to it? The engine starts.

No shear pin. The prop has a rubber sleeve between the hub and the prop itself that protects the outboard from damage.

Is the prop not moving at all? Have you checked the shift cable under the cowl of the outboard? There is also a cotter pin that holds the shift rod in the lower unit to the mechanism that runs to the top of the motor.

The prop freely turns on the shaft when I rotate freely by hand. The prop in not turning when the engine is running in idle.

Thank you for the inputs. It is a 1989 Bayliner Capri 17 ft with a 125 HP Force outboard. But finally got it working. I beleive someone had stated the procedure to Pull control lever outwards into neutral and carefully with two hands move lever to reverse move lever slowly 10 degrees to engage the reverse or forward. Once engaging you will feel the clunk. This sensitive procedure does work however, I would probably relate the problem with the Controls. Perhaps there is a better one? Thank you.
