I just installed a new SE106 out drive onto my 83 sting ray .When the boat isn't running it shifts fine . When the boat is running it shifts into forward fine but is almost impossible to get it out of forward and into neutral . Once in neutral it shifts to forward or reverse fine .

Re: shifting problem

The shift interrupt is what helps the drive shift out of gear. The clutch dogs lock together and the little loss of spark lets them unlock. It could be the cable is out of adjustment, needs replacing or a problem with the switch. On land or not running you would not notice it.
