Ok so I got the early mercontrol manual from Don and put that all back together, but I still have the same problem.
It will not shift into reverse, when I remove the cable that goes to the out drive from the top of the engine where the linkage is, the control shifter works fine. when all the cables are connected it seems to be jambed up and will not shift into reverse the same is also true with the lower unit removed, so I am assuming there is an issue with the cable going to the upper unit. With the lower ubit removed I can manually get it into reverse.

So do I have to remove the upper unit and see what is going on with the cable going to the upper unit?

There could be some junk/crud behind the shift arm in the bellhousing not letting you get full travel. you push the lower cable for forward, and pull for reverse, so you may not be able to pull it enough.

Put the drive in forward, and remove it, and check for anything stopping full travel in the noted pic below courtesy of Fishermark.

Thanks Eric, I was hoping that I didn't have to remove the out drive but I new there was a 99% chance that is what I need to do. :(

Not sure why you are so worried about removing the drive. It should be coming off yearly for preventive maintenance reasons.
