Short Shaft/transom length

Hi folks,
I have a 1970 9.5 short shaft Johnson on a 12 foot older Smoker craft aluminum, transom length is 15.5 inches. The boat is only rated for a 7.5. When I first tried it out I sat on a milk crate with a tiller extension towards the middle of the boat. Seemed to work well. But when you reach a certain speed the boat rises out of the water enough so that you can hear the exhaust, I would assume the impeller might not be getting enough water too, so I slow it down. I have tried every tilt position, sitting in the rear seat makes the boat feel un-contollable. Now I also have a 1956 Evinrude 7.5 which is also short shaft, but slightly longer, it also has the same problem. Also kind of strange that it seems more sensitive on different days. (just me in the boat 190 lbs)

It shouldn't be a height problem, since it is only a 15.5" transom. Unless possibly it is too LOW (?). Just for kicks try a piece of 3/4" wood under the stern brackets to jack it up. Is there anything forward of the motor (on the boat) that may be making a stream of bubbles that get in the prop? That would be my guess.

Assume you mean height is 15.5"
Is the cavitation plate level with or just below the transom bottom?

Equally, is the boat new to you? Has it ever performed OK?
