props that are painted are powder coated from the factory, the BEST thing would be to strip all the paint off and find someone who can powder coat it, or for something to make it look decent, you could just use marine paint, im not saying that it's goin to last real long but it'd work. It's a thought :)

If the boat is trailered, it really doesn't matter much, other than the aesthetics.... BUT, if its kept in the water all summer, and not used a lot, marine growth could be a problem.
Their are Antifouling paints by Interlux (TRILUX Prop & Drive Paint)& Petitt, that are designed for use on Aluminum...for use on outboards, outdrives, and props. These companys and others have the primers and top coat paints that you would need to paint the aluminum.
I think TEMPO also has spraypaints for props & Outdrives.
Look here...>>>> http://www.iboats.com/boatproducts/mallsearch/engine_paint/

Sand it down the best you can and use a zinc chromate primer to get some adhesion to the aluminum. Then paint with 2 coats of the enamel of your choice. I typically got 2-3 years out of it using this procedure before it was time to repaint again.
