Sick OMC 140 gobbles gas

After a thorough tune up my OMC140 hp on a sportcraft 205 runs terrible. The max rpm is 3800,<br />max speed is 10-12 kph and milage is less than one mile per gallon. My mechanic cant figure this one out all electronics check out and the carbs look good. Once in a while the engine would perk up and run like a top trimmed out at 5500 rpm. mostly it is unreliable.The powerhead has less than 30 hours on it and I can tell because there is still crosshatching on the cylinders. Leakdown test proved the compression to be good. I hope that I can fix this, because I don't like using 45 gallons to go 30 miles.The motor and boat is 1988 with a seadrive

Thanks, I figured that out when looking for my postand couldn't find it in the place I thought it should be. I still need help look for DIBO int the outboard motor section.
