Sitting all winter, boat will not start.

I have a Rivera 1994 with 5.o Volvo. After sitting all winter the boat will not start. The last two years I took it to a mechanic and both times all the gas had run back to the tank. The fuel filter was dry. I's there anything to do to keep this from happening? Thanks Boomer

That just can't happen, Perhaps when it was winterized it was run out of gas intentionally, a new fuel filter installed and the system left dry for the winter. If you look at how the fuel filters are made you would understand.
It's also not the best way to store engines.
