slackness in steering

I have a 1999, 23CC Key West with a 200HP Mercury Optimax with very low time with hydraulic steering. I can turn the wheel 6" to 8" before seeing movement in the engine position. Is this a sealed system or is there a fluid reservoir that I cannot locate? What should I do?

Have you checked the fluid level?<br /><br />There should be a fill screw on the steering head, at the helm.
