Sloppy timing on 1988 Merc 115 L6?

Is there a way to tighten up the timing mechanism on this motor? I just did a rebuild on this motor. The round casing with the clock spring inside (above carb in attached photo) has a lot of slop and seems to be too loose. But I don't want to tighten the bolt so much that I put it in a bind. Approx 1/16" gap between top and bottom halves of casing. This is apparently causing sloppy timing as I'm using the timing light while idling and revving the engine. Timing is sloppy between 1 deg and 4 deg at idle particularly when I work the spring casing with my hand, so that it runs SOMEWHERE between 1 and 4 deg btdc at idle. This seems to be a problem as I can't really get a good consistent idle speed below 1000 rpm without stall.
