slow speed setting 70' sportwin

i have a 1970 evinrude 9.5 hp sportwin. it does not have the knob on the front where it says slow speed,rich,lean it is just the pin sticking out. when i first ran it it ran very fast and well, after a little while it started losing power at top speed. i tried to turn the pin, i pulled it all the way out and pushed it in, i just don't know what to do. it runs just not as fast as it should. i have not looked at it internally. previously it was only in fresh water. since i had it it's been in brackish bays. i need to know the setting and how to set it without the knob, or whatever else it may be and how to do it. THANKS :confused:

V,<br /><br />I have a 1964 model.<br />I also have the owner's manual.<br /><br />1)It says to turn the knob clockwise until it stops. <br /><br />2)Then turn it counter clock wise 3/4 turn.<br /><br />3)Start motor and run until warm.<br /><br />4)Retard throttle to normal idle rpm and adjust needle valve until best performance is obtained.
