Sluggish acceleration

I have a 90 hp 1992 Johnson on an 18ft boat. Starts fine and idles fine but when I try to hit the throttle and accelerate it is very sluggish. After about a 30-45 seconds of increasing/full throttle, it will plain and get up to speed, but no chance of yanking a skier out of the water. Any idea why I don't get an initial full thrust? Carbureator/propeller/fuel line/filter/squirt thingy? I'm a little new at this boating stuff and in addition to not knowing a whole lot about my boat, I don't know how to spell half these words.

how long have you had the boat, any history of maintainance on the motor. before i spent any mony on it i would check the compression (tells the condition of the innards) check the spark on all cylinders, have carborators ever been dismantled, soaked, cleaned and rebuitl with a carb kit with a new float? what is the load you have in the boat,,how many people, what type boat. answer the questions and then well got on the the compression and spark. welcome to iboats
