Sluggish trim/tilt

1994 Mercury 75hp. seems sluggish when trimming down under pressure. Fluid levels are good and no sign of leaks. Any advice would be appreciated

Check the wiring...measure the voltage it's getting under load. Something might be loose or corroded.
