Small engine throttle problems

This is the speed control bracket on a Kohler small engine 2 cylinder. I dissconnected the linkages to clean the carb and not the throttel plate wont close. In this picture the lower cable pulls a lever which pulls the orange spring which pulls the governor lever which pushes the throttle plate linkage which opens the throttle plate in the carb. When I close the throttle lever the throttle plate stays open. There is nothing to provide tension and close the plate. I dont understand where the tension to close the plate is? Help is greatly appreciated.

Are you sure it is reassembled correctly and the cables go to the correct holes?
It looks from the pic that the lower cable has a "wow" in it, which is usually not right.
Look for wear marks aroound the holes.

A few more pics might help.
