small water leak omc stern

i have a 79 sea ray with an omc stern drive and a 351 windsor with a fresh water cooling system and when i fill up the fresh water tank on the front of the motor without starting it or hooking up the hose on the out drive a small amount of water leaks out the back and with the out drive up i can see the water flowing out what looks to be a small factory drilled hole. like what you would see on a water pump on a pickup when there is a problem water leaks out. just wondering if anyone could tell me what im dealing with.
