So, how can I fix these issues?

So I bought my first boat about a month ago and have these isseus. First as you can see the loop you hook the winch on seems to be " pulling " out of the front. Will 3M marine silicone seal it sufficiently?

Next, these look like patch jobs. How can I tell if the floor is wood or fiberglass in case it needs total replacement? I think I felt a soft spot which caused me to pull up the carpet to check things out closer.

Lastly, what's the best way to go about repainting the inside and outside of the boat? Any recommendations for paint, primer, etc. would be a GREAT help. Should I hand sand the hull to avoid gouging it? Also, what grit sandpaper? I'm thinking about removing the rubber strip from the outside edge. I should be able to fill them with silicone then sand and paint them over, right?

For the hook, I used 3M 4200 on mine after loosing the bolts I put some in and tightened it down.

If you remove the rubber seal around the outside, ypu will most likley see rivets. That is how the top of the boat is secured to the bottom.

The bow eye is definitely pulling out. You need to determine why first thing. If it is just loose on the inside nuts, then you can put some 4200 in the holes and tighten it down. Your deck is glassed over wood. If it is soft anywhere, then you have some rot; if you have rot there, then most likely you have rot underneath where you cannot see. This could be structural, do a search on rot and stringers, you will get a good long read. As for the rubrail, I would recommend leaving that in place. If you want to replace it with a new one that is fine. Paint will not stick to silicone, nor can you sand it smooth. You need to use some sort of epoxy or poly like Marine-Tex or similar to do any filling.

My front hook was pulling away from my 1988 Celebrity 181. Th fiberglass was a little soft inside the boat. I had a guy make me a 3" x 2" palte apprx. 3/8" thick and drilled for the hook to slip thru. I epoxied the plate on and tightend down the nuts to "clamp it". It has noever loosed again after 7 years.

Ah...., production boats! Not sure if you can, but if possible remove eye, fabricate a metal backing plate and bolt it back. Think what this eye does AND what it may have to do someday! Save a life or tow home. You don't want no ***** glue holding a bow eye.
Home Depot sells cheap marine (outdoor) carpet. West Marine sells highend stuff$$. I carpeted the insides of my boat in 3 days. looks good & I'm all thumbs. If there is a chance of rain in 24-48 hours, get it under cover! Or they make a carpet glue that sets underwater but it costs more than HD brand. Sand ONLY to scuff surface.. Finish up with a light wet sand.
Paint is a whole nutter duscussion, U gets what ya pays for in that department. Defender Industrues will sell you a shiny new rubrail to ser that new paint job off. That you cCANglue!
