The problem here in Calipornia is there is virtually no accountabillity of where our tax dollars go, this includes education, big time. <br /> Years ago, before the lottery was adopted in California, education was paid for thru our property taxes, state sales tax, state income tax, etc. When the lottery came about, aproximately 35% the money raised was earmarked to go to SUPPLEMENT the schools budgets, by law, not to totally fund the budgets. Butttt.....The filthy ploiticians decided with all the extra 100's of millions of dollars would allow them to use regular tax money earmarked for education, for their "pork barrel" projects, knowing the school tax deficete would be made up by the lottery income.<br /> These fat "thieves" have deleted the school tax money so bad, in almost every election, if not every election since the lottery has been effect, there have been school tax measures and bond issues on just about every election ballot to replace what was taken from the tax money originally deticated to education. <br /> More often than not, when a bond issue passes, it's for upgrading the schools in one way or another, thru construction, new equipment for the class rooms, etc. But scads of this money never reaches the schools basic needs, due to cost over the "cost over runs" in construction and price increases of equipment and undisclosed expenses, before it reaches the receipent schools. <br /> It is not uncommon to have teachers spend a portion of their own paycheck on necessities to keep their classrooms running, that the school can't afford. This includes, pencils, writing paper, etc. Just the basics that the children need and use daily.<br /> I hope the accounting that is suppose to be forthcomming will reach very, very deep in to the spending habits of the Calif. board of education and the a-hole politicians who have helped bleed Calif. dry. Calif. spends 27 million dollars a day more than it takes in, with no relief in site.<br />You wonder why DAVIS was recalled after he turned an 18 billion dollar surplus in to a 35+ billion dollar defecit in a year and a half.
