Newbie here, and both boats I’m considering have a soft spot on their floors. Could I consider expanding foam in the area to strengthen the area?

Nope. That would just be a band-aid of the worst kind. It will require replacement, and if the floor is rotten, you've got a high chance of finding rotten structure under the floor and a rotten transom.

Yes a soft spot is a warning sign of potential problems below. You might not want to buy either boat.

the floor is the last thing on a fiberglass boat to rot.

Rot usually starts near the drain plug and migrates up and out.

as the flotation foam gets saturated, that is when the floor rots.

unless you like doing fiberglass repair, I would look for a different boat.
