Thank you everyone for your advice and help. I took some pics of my repair. I had water leaking in which soften the balsa core. The underlayment was perfectly fine. The water was entering through boat chokes that we're screwed onto the foredeck. The wing nut never chaulked the screws. I have four more spots to repair.
