Explain "coil is grounded". You said it's running now, yeah?

Your getting a shock because there is a short somewhere.

Aldo

The engine block is connected to ground.

If you connect the positive side 12v to ground you will have a dead short.

If the points are closed you will see continuity through the coil back to ground but it won't be zero ohms, it will be whatever the resistance is of the primary winding. Are you using an ohm meter for this or just a continuity checker?

but it fires, see i did a continuity test and when i touch the block and the input for the 12+ on the coil they say there is continuity any reason for this? and i dont know where but i seem to be getting some sort of current cause i get a mild shock sometimes, like tingly feeling when i touch the block

You will not feel a shock from a 12 volt battery. Do you have AC power hooked up? Are you in the water?

Depends upon the accuracy of the meter he is using. The resistance would be low anyway, his meter might be showing zero or what he was interpreting as zero ohms.

i know the block is ground, but i put one lead on the coil + side and one lead to the block and the OHM meter beeps.

its not a shock, just sort of a buzz like feeling, like tingly and no i am not in the water with no AC ground hooked up, maybe its just me and i am interperting the gas burning the cuts on my hands as the "shock" i just dont want to ruin any electrically components with a short.

Dude, you sure its not another kinda buzz feeling? :D Theres really not anything there that could shock you other than the coil secondary and it would just bite you not tingle.
If your points are closed you'll have a circuit to ground an your meter should beep.

A cut in a finger will definately TINGLE. The wet meat and exposed nerves near by make that happen. You are normal.

O/k, I'll throw a spanner in the works,

Whether it's a tingle or a ZAP, a shock is a shock. When you are touching the block, YOU (boater dude) are completing (or partially completing) a circuit, that means something is not right - maybe a bad ground somewhere - dunno.

As for not being able to be shocked by 12v - it's got nothing to do with voltage, it's the amps. Something is looking for ground and it's finding it through boater-dudes hands.

Aldo
