Something flaking off of hull

I purchased a 1988 Sea Ray Sorrento 24 last year. While cleaning this spring, I found some clear cloudy flakes falling off of the hull. I cleaned from the rub rail down and found that there was a oxidized patch where a sticker used to be, that would not clean up. It appears that there is some coat that was put on the hull to protect it, and it is now flaking off on the top where it receives the most sun exposure. Does anyone know what it is, how I would remove it where it is coming off, and what I should use to replace it?

could be a clear coat, or gelcoat.

Could also be that the PO used one of those Poliglow type junk stuff on there.
So what you're seeing is the beginning of it starting to peel off. Get some ammonia, diluted by 50% or so with some beer - I mean water, and do a little rub around the worst part. If it does start to dissolve then that's your problem.
