Spark Issue's

1991 70 hpohnson been to shop 3 times for not runnig full rpms, link-sinc done carbs re done .
Today same issue checked middle cylinder no spark switched coils same thing changed powerpack same thing. While limping back it picked up and ran till I stopped again. Then same scenerio no spark again limp along and then take off just fine. IS THIS A TIMER BASE ISSUE NOW??
Doesn't this tell powerpack when to spark???

You are correct about what the timer base does. By process of elemination I think you're down to about all there is.
