tested my plug wires on my 70hp elcos . ohms resistance for all three wires are 2.0. tried two different multimeters, same reading..does this mean they are bad?

No.... "0" (zero) resistance indicates a dead short, same as attaching both your meter leads say to a single steel wrench. Think about it. That's either a steel or copper core in that plug wire and you're hooking onto both ends of it.

I know it's shade tree stuff, but I like to use a lighted battery powered continuity tester for wiring. If the resistance is low enough to let a low voltage current through, the wire will do for the juice that passes through a wire to fire a spark plug.
