specific carb anatomy question

Have a 15 horse evinrude with carb 388275. When I look at the front of the carb with the bowl on the bottom I can see a large hole with a butterfly inside, above it an adjustment screw and to the left of the adjusting screw is a hole. My question is...Should this hole have a metal plug in it?????? My rebuild kit came with a plug for this hole but there isn't a plug in the hole now (and I'm having trouble starting the engine possibly because of flooding). SO to plug or not to plug that is the question. Any advice???

That's the bowl vent. Don't plug it. It's there so if it floods, the gas is contained in the intake box and gets sucked into the motor. Most other carbs seem to vent into the open and get gas all over if overlow.

Thanks Willy<br /><br />A quick follow up...<br /><br />If pull the choke (so the butterfly is closed) and I pull the engine like 10 times(and it doesn't start) and then I close the choke and look into the front of the carb (behind the butterfly), I see a small puddle of gas that accumulated. Is that considered a carb that flooded???
