Speedometer

The speedometer does not work on my boat. i bought the boat in this conidtion. i see that there is a lot of polytubing that is coiled up in the sump area at the transum.
is it critical to have all this extra tubing? can the extra tubing be cut to reduce the length?

I had a similar problem on my new Yamaha 115 this summer and it was getting kinked where the hose enters the housing above the cavitation plate,where the motor swivels, not a mechanic so I dont know the name of that part of the motor, but I just shifted the tube and it has been good since. I would think removing the tube where ever it conects in the housing/ lower unit and cutting it shorter would fix this problem. Water was simply hitting the tube in my situation and kinking it so the seedo would not read anything.
