Spun prop and rpms

I have a 1973 mercury 1150 115 hp that seems to top out at 2000 rpms. Would this or could this be caused by a spun prop? If not what should I be checking next? Rebuilt carrb two years ago, replace fuel pump diaphrams and new gas. Trying to understand what to check next and in what order?

A spun hub would cause high rpm and low speed. what is the gps speed at 2000 rpm?
Check the timing, be sure it is running on all cylinders.Do a compression check.
