SS18 motor tilt/trim screw has ceased up

my motor on the tilt/trim unit went out on the yamaha 90 4 stroke last week, took it down to be fixed cost $900.00 ouch... then the tech tells me my manual override screw has ceased up and he doesn't want to try and open it. "might open a costly can of worms !!! " was his words. I'm not too comfortable now not having a way to raise the motor should the new motor quit on me. anyone ever have this happen or can anyone explain what is the worst case if I tell him to go ahead and do it anyways.
