A hissing sound is not much to go on, We do not even know what motor you are talking about.
Being an electrician by trade I would think that electrical arcing makes a hissing kind of noise, so maybe a bad connection on the starter or relay cables.
Does this happen when you turn the switch to start or just to the on position?
Is the motor even turning over? Maybe the started is turning but not engaging into the flywheel. Hard to tell from here what is happening.

what is the model number. lots of different HP and systems out there.
sounds like a slow turning starter possibly due to bad cable connections.
