starter engaging when I throttle up??

This is going to sound very strange, but I am working on my newly replaced block, and I am guessing my relay for my fuel pump is out, so I jumped the relay with a wire to get it to run, and the engine starts just fine. The problem is when I throttle up the starter engages and makes this horrible noise. I go to shut off the engine and sometimes it will keep running as well after the key is shut off. I pull the battery cable and all stops. Is there some sort of a circuit that would cause the starter to engage when throttling up if the relay is out and I am jumping power to the fuel pump?

Pulling the battery cable off the battery to stop the engine is a sure way of blowing the diodes out of your alternator.

Sounds to me like you have your wiring all messed up after the block change. What is the full model number or the sn of your original engine, and Ill see if I can't find you a good wiring diagram.
There is nothing in the throttle but the neutral safety switch that has anything to do with the starter, and that's only allows power to get to the relay when in neutral. It doesn't do anything to engage the starter relay or starter.

Sorry for the delay - I replied, but must not have hit post or something.. It is a 5.7 GS from a 98 cobalt 190br. I played around with that relay again, and from what I can tell and from googling some schematics that are hopefully correct, there are 5 terminals for the relay. One is constant power (30), one is the fuel pump (87), ground (86), center one is dead, and the last one (85) engages the starter when I jump power to it. So is 85 supposed to be coming from the ignition key and telling the relay to open for the fuel pump maybe? When I jump power from the constant to the fuel pump it works, when I jump power to 85 the starter engages, but I think that is supposed to be power from the switch to tell the relay to open??

I have no clue where your problem is, but here is the wiring diagrams for the BY (98 model) engine.
Perhaps it will help you locate your problem wiring.

Let me ask just this part - do you know if #30 on the relay should always have power or just when the key is in the on position? Hate to keep prying, but know you are incredibly knowledgeable..

Yes, 30 will have power to it any time the battery is connected. Just like the battery terminal on the igniton switch.
