Starter Gear-150 Mercury engaging flywheel but not spinning

Small Gear(pinion/bendix) engages flywheel when attempting to start but does not spin. The main shaft on starter is spinning. New battery/good connections. Does this bendix have some kind of clutch in it? Any thoughts appreciated.
