Starter Issue???

attempting to winterize 1993 4.3 merc, and she wont start. have all the appropriate voltage across solenoid and at starter motor. when i turn key it just clicked at slave solenoid, tapped starter and now i can hear it faintly spinning, but does not sound strong or like the bendix is engaging. if i hold key in start position, the starter just spins a little and dies out. battery is charged.its a cheaper starter i bought just to get through season. sounds like its dead? thoughts? and should i be able to drain all the connections and be done without fogging like i was intending to do?

i got it to turn over, banged on starter and solenoid, was stuck. but i went forth and drained the block and didnt stall engine with fogging pil...think thats a problem? i sprayed some down the carb.
