Starter Lockout Assembly --HELP

I neeed some help with the starter llockout on a '75 25HP Evinrude. My manual shows the parts but not how to install them and currently the lockout does not prevent starting engine while in gear. Can someone post a detailed picture of their lockout assembly installed or refer me to a manual that covers installation of that assembly.

I have looked at BRP's website diagrams and several others. Like those diagrams, my service manual shows the parts and where the mounting hole is but not how the spring and metal band assembly should be placed.

This is the starter lockout to prevent starting in gear. I assume that the plastic bracket engages the fly wheel when the motor is in gear but I can't figure out how to mount the assembly. I am hoping someone can post a picture of that part on their motor so I can see where the springs need to be.
