Starter not engaging flywheel, just spinning

Yes I have been trying to locate the correct starter for my boat. It is a 2000 volvo gspefs with two long bolt offset pattern. Has 9 teeth on starter but the ones I have been finding are 11 teeth. I have used two new 11 teeth starters for my boat but they will not engage flywheel. The volvo schematic shows a long and short bolt for 99, 00, 01 years. Serial number on motor is 4012000413 there is a 3rd line of numbers below the 4012000413 and they are 3869052. Was wondering why volvo schematic would be wrong. It's a original starter 1 owner boat. Hoping y'all can get me in the right direction. New starter that was 11 teeth that I replaced worked good but got real hot and burned out in one hr on the lake. Then wouldn't turn over motor just spin. Checked all wiring and cleaned up all contacts, battery 100 percent charged, relay good, ignition good, emergency lanyard plugged up. Flywheel clean no bent or broken teeth. Guessing got a bad starter but I noticed the one I used was 11 teeth and my old one is 9 teeth. I don't know if the 11 teeth is a new upgrade or not.
