When I started my boat it would barely turn over. When I removed the plugs it turns over fine.I cleaned the connections and tried again but no difference.I removed the plugs again but no difference except the bendex stuck.I noticed it was rusted so I sprayed it with wd40.now the bendex goes up but just spins.Any ideas what the trouble is?

Yeah! Inside the bendix is a rubber friction bushing. When you sprayed the bendix you got WD inside and now the bushing simply spins inside the housing. I don't think there is any cure except replacing the bendix. You can try removing the bendix and soaking it in gasoline to remove the oil, but I don't think it will help.
