starter problems

i have an 89 evinrude 25hp electric start and when i go to start it, it will come up and spin but it won't go all the way up to turn the fly wheel, and sometimes when i tape the starter it will then come all the way and start the engine any ideas of what the problem is would be great thanks

clean all elec connections and tighten back down
