I have a 115 evinrude and just replaced the starter. Well just started and it worked fine, trying starting afterward and nothing. The teeth on top of the starter will get to my fly wheel and just stop. After it stops it and I try to start it, it jsut clicks. Then I move the piece with the teeth and it will do it all over again. The starter is moving both ways clockwise and counter clockwise. Made sure my battery was charge all the way and still nothing.

If the battery is fully charged, that's probably caused by bad battery cables that can't carry the load. The cables corrode inside the sheathing where you can't see it.

I went and sanded the battery cable and their still is clicking. But the starter spun real good. It hit the fly wheel and the fly wheel didnt budge. The fly wheel is not turning.

Take the spark plugs out and see if you can turn the flywheel clockwise by hand - it should be easy to do if it's in neutral.
