Starter/WIRING

So just bought my first boat realizing that boats are always a project. When I got the boat it started fine in my driveway. The boat sat for a month before it was warm enough to go on the water. I went to start it and the engine wouldn't kick over, and I noticed it was cranking slowly. Every once in a while the engine would crank at normal speed but not turn over all the way. To make things worse the engine stopped cranking completely now. I replaced the slave solenoid and the starter solenoid only to continue to hear the same click which i believe is coming from the starter solenoid. I ran the appropriate tests with a test light and the only test that failed was when I ran my ground from my test light to my ground on the starter solenoid it did not light up. Once in a while it flickered but never lite up. I am wondering if the problem is related to the ground wire itself, or if something else can short circuit. When I replaced the slave solenoid I noticed a wire which looks to have a fuse in it coming from under the engine. The wire comes off of what looks like a pedal underneath the engine and I attached this to the slave solenoid. Not sure if that is correct as I can't locate that wire in my wiring diagram. To be honest I am stumped, and just looking to at least get power back to the starter as I think the electrical system isn't making it by the starter solenoid. Battery is brand new. Anyone suggest replacing all the electrical wires that run off the solenoids, and batteries to see if that fixes the problem?

Mine just did that and I pulled starter to have it rebuilt and it didn't solve my problem, $100.00 wasted. Then I replaced 4 gauge wire from battery to ground at rear of engine and 4 gauge wire from battery to starter and I was running baby, $20.00.
