Starter Won't Engage

E90FPLEEC. The starter will not engage the flywheel. I replaced the solenoid and replaced the springs/brushes in the starter. When I tried to start after that, the starter kept spinning even after I turned the ignition back off - disconnected the battery asap, but not before some smoke/sparks were coming from the starter. Didn't do much besides wiggling the ignition wires at the controls, but when I reconnected the battery, it is back to the same state. Starter spins, but won't engage. Every thirty-or-so tries it will engage and start. Is there something I can fix on the bindex? The starter doesn't look like it is supposed to raise/engage flywheel when energized, because the starter gear installs with a free-spinning gear below the flywheel.

Forgot to mention the battery (new) has 12.6v. Also tried to use the trolling motor battery that I know is good and that didn't produce any better results.

90% of starter problems are bad connections. remove and clean both ends of the battery cables, so that they are shiney, also the cable from the solenoid to starter. check for nicks in the cables. and make sure the connectors are on the wire good. the cable tend to corrode from the inside out, if nicked, corroded wires, and connections, heat up and cause resistance to the follow of electricity, thus the starter doesn't get enough. you can also take jumper cable pos battery post to large post on starter. with a good connection, the engine should spin. then if the starter is good clean everything and retest. then trouble shoot solenoid. starters can be rebuit at a starter/alternator shop, much cheaper than a new one.

Be sure the cables area connected to the correct battery post. crossing cables, usually blows the rectifier, and can blow more.

also have the battery load tested at the auto parts store, free, i've had new batteries go bad

i've read that reply before and it is all good info. the cable terminals are all brand new. cables visibly look great. How many v should I have at the starter battery post? I haven't had a third hand to check that while starter is engaged. what tells the EMM how many v the starter is getting?

New solenoid, new brushes in starter. I would like to know how the starter engages the flywheel without taking the whole thing apart.

the eem does not effect the starter, it is a straight connection thru the solenoid, from the battery. you should be getting 12 volts to the starter, and both sides of the solenoid. all the solenoid is, is a low voltage heavy duty switch. check the wiring diagrams in the TOP SECRET FILE.
